If they let it happen, they are encouraging it, but if they arrest people they risk looking either silly or arbitrary and unjust, which is the point.

“This type of activity enables resistance to continue against opponents who are applying extreme repression,” Mr. Sharp wrote. Acts of resistance in small groups, he wrote, are effective when larger “bases for resistance have been neutralized, controlled or destroyed by the opponents.”

The tactic has found wide appeal in Belarus, where activists gather to clap, eat ice cream cones, set their cellphone alarms to ring in chorus or simply stand silently.
”

- Protesters in Moscow Try New Tactics to Avoid Arrests - NYTimes.com

"In another famous case, a 9-year-old boy named Jeffrey Bailey pushed a toddler into the deep end of..."

“In another famous case, a 9-year-old boy named Jeffrey Bailey pushed a toddler into the deep end of a motel swimming pool in Florida. It was manufactured of various kind of strings.[2] With the advent of synthetic materials, some of them were made of stretchable string, so that a very small net could be stretched to a very large sack.

The name “avoska” derives from the Russian adverb авось, an expression of vague expectation of luck, in various contexts translated “perhaps”, “just in case”, etc. The term was introduced in 1930s in the context of shortages of consumer goods in the Soviet Union, when many basic things could have been purchased in a shop only by a strike of luck, and people used to carry an avoska in the pocket all the time.[1] The origin of the term is uncertain, with several different attributions. [3] In particular, in 1970 a popular Soviet comedian Arkady Raikin explained that around 1935 he introduced a character, a simple man with a netted sack in his hands. He used to demonstrate the sack to the spectators and to say “А это авоська. Авось-ка я что-нибудь в ней принесу” (“And this is a what-iffie. What if I bring something in it…”).

The one-of-a-kind device was tightly secured with padlocks, stood more than two feet tall, and operated like an organ. Douglass used a keyboard to select the style, gender and age of the laugh as well as a foot pedal to time the length of the reaction. Inside the machine was an endless array of recorded chuckles, yocks, and belly laughs; exactly 320 laughs on 32 tape loops, 10 to a loop. Each loop contained 10 individual audience laughs spliced end-to-end, whirling around simultaneously waiting to be cued up.[9] Douglass also had an array of audience clapping, “oohs” and “ahhhs”, as well as people moving in their seats.[9] There was also a 30-second “titter” track in the loop, which consisted of individual people laughing quietly. This “titter” track was used to quiet down a laugh and was always playing in the background. When Douglass inserted a hearty laugh, he increased the volume of the titter track to smooth out the final mix. This titter track was expanded to 45 seconds in 1967 and would receive overhauls every few years (1964, 1967, 1970); Douglass also kept the recordings fresh, making minor changes every few months. A man’s deep laugh would be switched for a new woman’s laugh, or a high-pitched woman’s giggle would be replaced with a man’s snicker.[7]
